What is the the Independent Monitoring for Quality Project (IM4Q)?
The IM4Q is an effort to provide information about life outcomes and level of satisfaction as expressed by the individuals and their families served by Pennsylvania's Mental Retardation System.
What are the goals of the Independent Monitoring For Quality Project (IM4Q)?
The first goal of the IM4Q is to provide consumers with a way to express their level of satisfaction with the services they receive.
The second goal is to provide MH/MR and licensed residential services providers with feedback regarding the level of consumer satisfaction.
How will the IM4Q accomplish these goals?
To meet the first goal of the IM4Q will:
- visit the consumer's place of residence;
- encourage consumers to feel comfortable in expressing their level of satisfaction by explaining the purpose of the IM4Q and meeting in private;
- conducting open, comfortable interviews with consumers;
- and accurately record feedback gathered from consumers, family members and provider staff during the interviews.
To meet the second goal of the IM4Q will:
- build a rapport with providers and MH/MR offices;
- foster cooperation and encourage continual quality improvement;
- discuss openly and respectfully the findings; strengths and considerations for improvement;
- help develop mechanisms to assure concerns are being addressed.

What happens during a monitoring visit?
The consumer and/or staff take the team on a tour of the setting. This helps the team get a picture of the individual's life. Next, the team will interview the consumer, preferably alone. Team monitors will talk to the individual and complete a survey that asks many questions such as:
- Do you like where you live?
- How do you spend your time during the day?
- Is there any help you need but are not getting?
- Do people here help you reach your goals?
- and many more!!
